NFL TV rules 

Can someone please tell me the rationale behind the rule that the networks have to show your NFL team's division "rivals" when your team isn't on?

Right now I'm being forced to watch the Texans and Browns. I'm constantly exposed to horrible AFC North games. I could be watching Jacksonville-St. Louis, which is on the radio and has already featured several exciting plays.

Who likes this rule? The league? The networks? The ratings have to be lower as a result of this being a blanket rule. As opposed to showing the division games only if they are relevant and interesting.

And the only way one of the teams could benefit is if someone in an out-of-town market suddenly yearns for a David Carr jersey because of the Texans' added exposure.
